RICHMOND - Governor Timothy M. Kaine today announced that M.C. Dean, Inc., one of the nation’s leading systems engineering and integration firms, will break ground on a fabrication and logistics complex in Caroline County. The project has the potential to create 100 new jobs for the area, and represents an investment of $8.3 million to create 260,000-square-feet of manufacturing, logistics and office space. The facility will support M.C. Dean Inc.’s worldwide security, communications, advanced networking, and critical power systems engineering and integration efforts.
This development is in addition to the firm’s 2004 investment of $6.7 million, which created 40 jobs and a 100,000-square-foot facility. When all phases of the property development are complete, the investment will represent approximately $15 million in investment and 140 new jobs.
“Our economic development team works hard every day to support existing businesses in Virginia, and M.C. Dean – which has been Virginia-based since its founding 57 years ago – is a valued employer in Caroline,” Governor Kaine said. “I am pleased to be able to announce M.C. Dean’s second investment in Caroline since 2004.”

Dean, Inc. selected Caroline County not only because of its ready labor market and proximity to Washington, D.C., but also its potential to accommodate greater expansion if the need arose,” said William H. Dean, President and CEO of M.C. Dean, Inc. “Since that time, our business has grown and with it, our needs for space to perform fabrication and assembly, equipment and systems staging and testing, and packaging and shipment.”
“Without the ability to easily access major highway and rail systems or to get linked to utilities such as water and sewer, there’s only so much expansion that’s feasible,” Dean said. “Caroline County’s location and the readiness of County officials to meet our needs have been and will continue to be key factors in our decision to expand further.”
Headquartered in Dulles, M.C. Dean, Inc. is a leader in the engineering, integration, operation, and maintenance of complex electronic, telecommunications and electrical systems for public and private sector clients. The firm employs nearly 2,000 technical and support staff in 16 offices worldwide. The firm’s continued growth, which has averaged 25 percent per year since 1990, combined with a steady demand for security and technology services, particularly in the public sector, has spurred the increased need for space. The firm currently provides services to more than 1,000 clients, including the U.S. Department of Defense and civilian federal agencies, state and local governments, universities and hospitals, high tech and biotechnology companies, and Fortune 1000 firms.
The Virginia Economic Development Partnership worked with Caroline County to secure the project for Virginia. The Virginia Department of Business Assistance will support the project with training assistance through its Workforce Services Jobs Investment Program.
