Stephen Hartka helps shape how companies understand and evaluate Virginia as a place to invest and grow. In his role at VEDP, he oversees research, marketing, and communications while supporting executive leadership on strategic priorities and organizational alignment. His work focuses on turning data, analysis, and market insights into clear, compelling narratives that help companies make informed decisions with confidence, while delivering exceptional client experiences through both the quality of deliverables and seamless on-the-ground execution.

Stephen brings a global perspective and a background in advising public sector and international institutions, with experience spanning economic analysis, communications, and strategy. He plays a key role in ensuring that Virginia’s strengths are clearly articulated and backed by credible data, helping companies understand the fundamentals that support long-term success. 

Stephen’s professional background spans economic strategy, communications, and advocacy, giving him a multidisciplinary perspective on how organizations evaluate markets, navigate complexity, and communicate value. Prior to joining VEDP, he played a leading role for EY delivering engagements for European Union Institutions, the French Treasury, and the African Development Bank, among other clients. He also previously worked as a consultant and writer for a digital communications agency and as an editorial consultant with an economic intelligence and advocacy firm.
