An expert in economic competitiveness bringing a distinctive combination of policy expertise and business acumen

Since joining the Virginia Economic Development Partnership (VEDP) in 2022 as Manager of Economic Competitiveness, Carroll has led key initiatives to strengthen development readiness across Virginia. Now serving as Assistant Vice President, he continues to advance strategies that connect policy and implementation, better equipping Virginia to attract, retain, and grow business investment. Prior to VEDP, Carroll spent more than a decade in Virginia state government in roles spanning policy, business development, and strategic planning, shaping his approach to statewide competitiveness and regional growth.
