Operating a company has its challenges. Taking the leap to expand your business internationally can be downright daunting.

Since 2006, VEDP’s Global Network has helped nearly 200 Virginia companies navigate common international obstacles—language and cultural barriers and the like—and provide the services they need to set up shop overseas. The Network removes much of the risk by offering pre-screened, in-country consultants, who, in partnership with VEDP International Trade, deliver industry-specific market research. Recently, the Network expanded into 17 additional countries, including Bulgaria, Turkey, the Netherlands, Israel and South Africa, now providing in-country services in a total of 44 different countries.

Celebration Leads to Jobs in Martinsville

The Martinsville-Henry County community has reason to celebrate. Monogram Food Solutions, LLC, a meat manufacturer out of Memphis, announced it will purchase the meat snack business of American Foods Group, LLC (also known as Knauss Foods), including the Martinsville production facility. The company plans to invest $3 million to expand production capacity at the Patriot Centre Industrial Park facility. The company has committed to investing every dollar it can in the local economy. More importantly, Monogram Food Solutions has agreed to keep all of the current employees and add 120 new jobs. www.YesVirginia.org

This announcement is like a breath of fresh air for a region that has been wrestling with a double-digit unemployment rate that’s more than twice the national average. Monogram Food Solutions’ average annual salary of about $28,000 is right in line with the region’s prevailing average wage, and 120 new jobs will provide a welcome opportunity for some of the 800+ folks who have been laid off since January 2008. About 50 people have already been hired. Another 70 should be employed by the end of the year.

The job requirements? “Energetic, passionate people who are not afraid of hard work,” was what the company was looking for, according to Ches Jackson, President of Monogram Meat Snacks. They shouldn’t be too hard to find in Martinsville.

 

Virginia Helps Companies Make Headlines

LiteSteel Technologies America, Canon, Optical Cable Corporation, Northrop Grumman Shipbuilding and GE Energy were recently showcased in IndustryWeek as the definition of advanced manufacturing.

LiteSteel was touted for its globality and Canon for its sustainability. Northrop Grumman Shipbuilding was highlighted for its successful supply chain network and Optical Cable Corporation for customization. GE Energy received high marks for leading-edge technology.

Had they paid for that horn-tooting ink in the form of an advertisement it a) would not have had the credibility of a third-party validator such as IndustryWeek behind it and b) would have cost upward of $10,000. Instead, these companies in June gave an hour of their time, some refreshments and a few chotchkies bearing their brand. In return, they received positive coverage in one of the most powerful business-to-business media venues out there thanks to their participation in the Virginia Advanced Manufacturing Media Tour, hosted by VEDP. 

VEDP coordinates two media tours annually to bring awareness to industries that are experiencing success across Virginia.  While the chief objective of the tour is to promote Virginia as an ideal business location, we also manage to snag a positive headline here and there for participating companies.

Media tours are just one of many ways VEDP works to nurture Virginia’s relationship with its corporate community. Check out Virginia Business Magazine’s latest issue for a comprehensive article about Virginia’s nuclear industry.

We’re Pro-Business and We’re Proud

Well, it looks like Virginia has done it again. Despite a troubled national economy, the Commonwealth is the top pro-business state for 2009, according to Pollina Corporate Real Estate, a top U.S. corporate site location expert. While Pollina doesn’t have the brand recognition that Forbes does, the organization’s seal of approval carries substantial weight in economic development and site selection circles.

This leading label marks Virginia’s third No. 1 ranking by Pollina. The Commonwealth held the top spot in 2003 and 2007. We ranked second in the Pollina study from 2004 to 2006 and dropped to third place last year. The current recession brings even more importance to Virginia’s climb from third last year to first place.

It means we must be doing something right. The annual study evaluated all 50 states based on 33 factors, including taxes, human resources, right-to-work legislation, energy costs, infrastructure spending, workers compensation laws, economic incentives programs, and state economic development efforts.

Virginia did well in the Labor, Taxes, and Other Factors categories, where we placed fourth overall. Our lead can also be attributed to strengths in college completion, low unemployment, right-to-work status, workers compensation rates, low corporate taxes, low sales and gross receipts taxes, our corporate litigation environment, and low crime rates.

"Virginia maintained its rank for Incentives and Economic Development Agency Factors by having one of the finest economic development departments in the nation, and providing flexible incentives for business creation. A close examination of Virginia’s programs reveals a very well-balanced understanding of economic development," said Brent Pollina, Vice President of Pollina Corporate and author of the study. "The programs include: low-interest loans, infrastructure improvement grants, corporate tax credits, enterprise zone tax credits, customized industrial training and property tax abatements. The Governor’s Opportunity Fund is one example of a program that clearly sets Virginia apart from other states. Virginia’s strength is its ability to front-load some of its key business incentives. This provides companies with capital when they most need it – the first 36 months of a project."

There you have it. We couldn’t have said it better ourselves.

Pounding International Pavement

VEDP gets a lot of inquiries—and criticism—regarding Governor Kaine’s participation on overseas marketing missions.

The comments often leave us scratching our heads. During these tough economic times, what is more important than working to bring jobs and investment to the Commonwealth? It’s more important now than ever to be out pounding the pavement in the name of promotion.

International pavement is especially important given that in 2008, international companies were responsible for more than 6,000 new jobs and $1.5 billion of investment in Virginia. The capital investments made by international companies in 2008 increased by more than 84 percent over 2007 and represented the fourth straight year of increased international investment. 

VEDP would really like to see that trend continue. Therefore, we plan and budget for overseas marketing missions, an aggressive and pro-active approach to project recruitment and export development that exposes the maximum number of foreign business leaders in a minimum amount of time to the advantages of doing business in Virginia. These trips also enable foreign corporate officials to meet the Commonwealth’s leadership, and provide Virginia’s leadership the opportunity to strengthen their understanding of current financial and business environments overseas. 

The Governor’s participation is especially important because he can open doors that VEDP is unable to open on its own. With the Governor at the lead, we meet with CEOs. Without him, we usually end up with someone with very little decision-making power.  

These trips are nothing new—Virginia governors have participated on overseas marketing missions for many years.  A personal meeting by the Governor with corporate executives demonstrates the high priority that is placed on Virginia’s business community, an important message to relay in a highly competitive market.

We’re thankful we have a Governor who embraces globalism and doesn’t get hung up on the misperception that it means American jobs going overseas. International companies like Volkswagen, AREVA, Canon and Swedwood, all of which have recently brought quality jobs and significant investments to the Commonwealth—are proof of that. They like us, too.

Green is in High Gear in Virginia

 Green is the nation’s new favorite color. It’s on product packaging, splashed across the side of buses, dangling from company tag lines. Now it’s being attached to job categories. Add to white-collar and blue-collar the new “green-collar” job.

As we all know, “green” refers to more than just a color these days. It’s all about the environment, energy efficiency and conservation, and eco-friendliness.

Governor Tim Kaine pointed Virginia in the direction of all things green in September 2007 when he released the Virginia Energy Plan. The plan challenges the Commonwealth to a 40 percent reduction of the rate of energy growth by 2017, and a 30 percent reduction of greenhouse gas emissions by 2025, bringing emissions back to 2000 levels.

In December 2008, Governor Kaine launched the Renew Virginia Initiative with the goal of making Virginia a leader in environmental protection and energy conservation and efficiency. The initiative includes legislative proposals to reduce Virginia’s dependency on foreign oil, improve the environment and create “green” jobs.

That’s where we come in. Before the Initiative was launched, Governor Kaine hosted an energy roundtable discussion to hear from executives representing a wide range of alternative energy generation, energy conservation, and research and development companies. They discussed best practices for corporate and university research and development collaboration, incentives, skill sets needed to attract energy project investment, and factors influencing site location of energy production facilities.

With insider information in hand, VEDP is better equipped to assist energy companies in finding solutions to meet their business needs. We understand the importance of having policy support and we have new knowledge about the factors that influence energy-related companies’ location decisions. We get the need for a supportive business climate, and we can deliver.

We’re now working with an interagency task force, made up of relevant state agencies, university partners and federal labs in Virginia to build a compelling case for energy-related businesses’ location to Virginia.

IT Just Got a Little Cheaper to Operate in Virginia

Virginia offers a great advantage for Information Technology and the growing cluster of data centers already located throughout the Commonwealth.

Information technology companies that may have glanced at Virginia in the past may want to take a harder look. Virginia now offers a great advantage for IT and the growing cluster of data centers already located throughout the Commonwealth. The Virginia General Assembly recently unanimously passed a bill that enables companies to receive an exemption from the Virginia Retail Sales and Use Tax for computer equipment purchased or leased for use in a data center.

There are a few stipulations, of course. The equipment must be purchased or leased between July 1, 2010 and June 30, 2020. The data center must be located in a Virginia locality and generate at least $150 million in capital investment after July 1, 2009. Last but not least, at least 50 new jobs must be created that pay one and one half times the prevailing average wage in the locality.

This legislation has already proven to be a valuable tool in recruiting and retaining existing data centers. VEDP issued a press release announcing Virginia’s new advantage to industry pubs that generated immediate inquiries.

Moments after the release was sent, Data Center Knowledge headlined the news on its Web site: http://www.datacenterknowledge.com/archives/2009/05/13/virginia-passes-data-center-tax-incentives/. And the phone lines in VEDP’s Business Development Division received multiple calls from companies that read the release. IT and data centers are definitely a strong growth sector of Virginia’s economy. VEDP is Entering the Blogosphere

We’re not sure we belong here, but we’re giving it a shot. We’d like to think VEDP is among cutting-edge state economic development organizations. After all, Virginia has been ranked the “Best State for Business” for three years in a row by Forbes.com. That didn’t just happen.

In times of economic crisis, Virginia needs to be creative with how it delivers its message. We’re often credited for our creativity when it comes to helping companies find solutions to meet their needs. Now it’s time to help ourselves.

Like others, our marketing budget has been slashed and our economic development activity has slowed. But in comparison to other states across the nation, Virginia is holding its own. In fact, the number of announcements, the sector and geographic diversity, and the encouraging ratio of new to expanding economic development projects suggest that Virginia remains a sought-after destination for new business investment.

We intend to keep it that way. If one (free) method of marketing Virginia means venturing out into the unknown world of cyberspace—we’re willing to give it a shot. It remains to be seen if it will help; it certainly can’t hurt.

The Vitamin Shoppe Brings First Distribution Center to Virginia

On Friday, The Vitamin Shoppe announced plans to establish its first Virginia distribution facility in Hanover County. The operation will be located at the Virginia Transportation Park in Ashland, Va., and will bring a $39.4 million investment and 174 new jobs to the Central Virginia region.

The Vitamin Shoppe’s accelerated growth and desire to be closer to its mid-Atlantic customer base were primary reasons for building the warehouse and fulfillment center in Virginia. The company has grown from one store in 1977 to more than 550 company-owned retail stores today.

Virginia successfully competed against North Carolina due to the Commonwealth’s strategic location, competitive business costs, and premier workforce.

The Hanover County location offers visibility to I-95, allowing the company to easily access Virginia’s premier transportation network, which includes six major interstate highways, 14 railroads, nine commercial airports and the international Port of Virginia.

Virginia’s competitive operating environment includes a six percent corporate tax rate that remains unchanged since 1972, construction costs 16 percent below the national average, and a low unemployment tax rate 32 percent below the national average.

According to Ashland Mayor Faye Prichard, “The Town of Ashland and The Vitamin Shoppe share core values of community involvement and healthy living…. Their decision to locate in Ashland and Hanover builds upon the reputation of this region serving as a strategic location for supply chain centers in the mid-Atlantic.”

The Vitamin Shoppe joins the company of Ace Hardware, Amazon.com, Backcountry.com, Home Depot, McKesson Corp, QVC, Target and Wal-Mart, all of which have established fulfillment and distribution operations in the Commonwealth.

Technology leader iGATE recently announced plans to invest more than $1 million to establish a new facility in Loudoun County, bringing 250 new jobs to the area over the next few years.

The location in Loudoun County will allow iGATE to further the expansion of its technology consulting services into the U.S. market, particularly with nearby Washington D.C. government agencies and businesses.

Close proximity to the Washington Dulles International Airport was a key advantage, giving a global company like iGATE access to 80 percent of the world’s economies.

Secretary Cheng recently attended an event at McKee Foods’ Stuarts Draft facility in Augusta County, Va., to announce the company’s planned investment of $19 million to expand the plant, creating 78 new jobs.

Best known for its Little Debbie® line of snack cakes, McKee Foods produces a wide range of food products under the Sunbelt®, Heartland® and Fieldstone™ Bakery brands. Increased demand for the company’s line of Little Debbie® donuts is a major driver for the additional production capacity.

Successfully operating in Augusta County for 22 years, the high productivity of the local workforce helped Virginia win this project. The plant’s productivity, measured in cases produced per employee, has improved by 24 percent over the last two years, with the same number of employees and no additional automation.

According to Randy Smith, Vice President, McKee Foods Stuarts Draft operations, “McKee Foods initially recognized the strategic advantage of building a manufacturing facility in August County more than two decades ago. A major point in that decision was seeing that the Shenandoah Valley gave us access to a highly-skilled workforce. Today we’re pleased to be able to expand our production capabilities here.”

Virginia is Top 3 Again in Business Facilities’ 2012 State Rankings Report

Virginia again received a top three ranking in two coveted categories—the Commonwealth was ranked No. 3 in Best Business Climate and No. 2 for Economic Growth Potential. Virginia also received top ten recognition in the categories of Employment Leaders, Credit Quality, Per Capita Income, and Workforce Health and Safety.

As part of its eighth annual ranking, Business Facilities magazine weighed factors such as educational climate, the availability of workforce training, cost of labor, infrastructure, utility costs, credit rating and business tax climate. The magazine gave extra credit to states that have established pro-business policies.

According to Business Facilities magazine, “As the Commonwealth continues to rack up an impressive tally of corporate headquarters relocations, Virginia also has established itself as a high-tech hub with its new Commonwealth Center for Advanced Manufacturing, anchored by jet-engine maker Rolls-Royce.”

Virginia also received recognition for its leadership in two industry sectors— Aerospace and Biotech.

The Commonwealth was ranked No. 7 in the category of Aerospace/Defense Industry Leaders. With more than 230 aerospace companies calling Virginia home, the Commonwealth continues to attract industry leaders such as Alcoa Howmet, Cobham Composite Products, Dynamic Aviation, Northrop Grumman, Dynamic Aviation, Orbital Sciences, Rockwell Collins and Rolls-Royce. First in the nation for Department of Defense Prime Contracts in 2011, companies have invested more than $1.5 billion in relocating or expanding in Virginia over the last 10 years.

Virginia was also ranked No. 2 as an Emerging Biotech Hub. Located in the heart of the Mid-Atlantic life sciences cluster, Virginia offers biotech companies access to 11 federally-funded R&D centers as well as leading private institutions, such as SRI International and the Howard Hughes Medical Institute. Navy Federal Credit Union recently announced plans to expand its member service operation in Winchester, Va. The multi-million dollar investment will bring 400 new jobs to Frederick County.

Virginia successfully competed against Florida, as Navy Federal elected to construct an additional building on its Winchester campus.

Headquartered in Fairfax County, Va., Navy Federal’s additional investment in nearby Frederick County is further testament to the success the company has found in Virginia. Navy Federal has operated its member service center in Frederick County for six years, growing to more than 500 employees at the existing facility.

As the world’s largest credit union with $50 billion in assets, Navy Federal has successfully grown from seven members in 1933 to four million members today. The company serves Department of Defense personnel and their families through a full range of financial products and services.

Virginia Wins Area Development’s 2012 Silver Shovel Award

Virginia was recently awarded a Silver Shovel in the 5-9 Million population category by Area Development magazine.

As part of the magazine’s seventh annual ranking, the award recognizes states for attracting investment projects that created a high number of new jobs in calendar year 2011. States were recognized for establishing policies that drive job growth, infrastructure improvements, and processes that attract new employers.

The award is based on each state’s top 10 projects that broke ground in 2011, using a number of weighted factors such as number of new jobs created, size of investment, number of new facilities, and the diversity of industries represented.

The ten outstanding projects that made Virginia a winner were: Amazon.com, ICF International, United States Green Energy, Soft Tech Consulting Inc., Katoen Natie, Backcountry.com, International Paper, PPD Inc., Rubbermaid Commercial Products Inc., and Microsoft Corp.

Also a winner of the Silver Shovel in 2009 and 2006, this recognition continues Virginia’s winning streak with awards such as Site Selection magazine’s 2011 Competitiveness Award, MoneyRates.com’s 2012 Best State to Make a Living, Pollina Corporate Real Estate’s 2011 Top Pro-Business State, CNBC’s 2011 Top State for Business, and Business Facilities magazine’s top spot for Economic Growth Potential in 2011.

German Subsidiary Berryville Graphics Expands in Clarke County, Va.

While traveling on his recent European Marketing Mission, Governor McDonnell announced that German subsidiary Berryville Graphics will consolidate operations through an expansion of its headquarters and manufacturing facility in Berryville, Va. The project will bring a $10.6 million investment and 84 new jobs to Clarke County.

One of the largest manufacturers of hardcover and softcover books, Berryville Graphics produces nearly 120 million books each year from its Berryville facility. The company is a subsidiary of German-owned Bertelsmann AG, the largest media company in Europe.

On June 12 the Governor met with Bertelsmann CEO Thomas Rabe in Gutersloh, Germany to close the deal as part of his European Marketing Mission.

Located in Berryville since 1956, Berryville Graphics has found success in Virginia despite challenges the publishing industry has faced in recent years. In addition to the region’s skilled and dedicated workforce, Virginia’s premier logistics network was also a key reason for consolidating operations in Clarke County.

The Clarke County location offers convenient access to I-81, I-70 and the I-66 connection to I-95. In addition, Virginia’s two Class I railroads, Inland Port, and international Port of Virginia allow companies to reach customers across multiple markets quickly and cost-effectively.

UBED—Piedmont Virginia Community College Prepares Analysts for the Intelligence Community

As part of our ongoing series we are taking a look at what higher education institutions are doing around the Commonwealth to support University-Based Economic Development (UBED).

Piedmont Virginia Community College (PVCC) has partnered with the Advanced Technical Intelligence Center for Human Capital Development to develop an Analyst Boot Camp program for the intelligence community.

The 10-week, 400-hour Analyst Boot Camp is geared towards entry level intelligence workers with a bachelor’s degree. While at the boot camp students obtain Secret security clearance, and by the end of the program they can apply for Top Secret clearance.

The boot camp provides an overview of world events from an intelligence perspective, as well as coursework on the different types of intelligence. It also prepares students on all aspects necessary to complete a briefing, including gathering, analyzing and reporting on data.

Because participants get such a thorough overview of the intelligence community and can hit the ground running after graduation, PVCC estimates the program saves future employers $50,000-$80,000 per student.

The Analyst Boot Camp was developed to support the training needs of Central Virginia’s intelligence community. In particular, as part of the Base Realignment and Closure legislation, the Defense Intelligence Agency moved more than 800 jobs to Albemarle County’s Rivanna Station beginning in 2010. 

To date, the Analyst Boot Camp has graduated two classes and the third class is scheduled to begin later this month. Graduates find employment in the military, intelligence agencies, law enforcement, and in cyber security fields in the private sector.

This fall the program will expand its coursework for more advanced students to include a Certified Ethical Hacker course, additional software courses, and additional homeland security and counter-terrorism courses.

Leading Lime Producer Carmeuse Lime & Stone Expands in Frederick County

Last week, Carmeuse Lime & Stone announced it will expand its Frederick County limestone mining and quarrying operation through a $45 million investment, creating 25 new jobs.

The investment will be used to purchase new machinery and equipment, including a new modern kiln, to meet increased demand for the company’s products. With new EPA regulations around the production of “clean coal,” demand for lime products has increased due to lime’s ability to absorb sulfur and reduce emissions.

With a Belgium parent company and 90 facilities across the globe, the largest producer of lime and limestone products in North America certainly had its pick of locations. Carmeuse Lime & Stone chose Virginia not once, but five times, through its multiple operations across the Commonwealth. 

Carmeuse Lime & Stone has found success in Frederick County since 1959. The company’s decision to grow this location was based upon the region’s highly skilled workforce, wealth of natural resources, and supporting infrastructure.

With trucking as the company’s main distribution channel, Virginia’s superior logistics network helped seal the deal. The Frederick County location offers convenient access to I-81, I-70 and the I-66 connection to I-95, allowing the company to easily reach Eastern, Midwestern and Canadian markets.

Blacksburg, Va. Ranked Top 5 on Forbes.com Best Small Cities for Jobs List

The Blacksburg-Christiansburg-Radford area was ranked Top 5 on the recently published Forbes.com Best Small Cities for Jobs list. Looking at 242 MSAs, Forbes.com calculated the ranking using employment numbers from the Bureau of Labor Statistics for the period November 2000 through January 2012.

This ranking continues the positive recognition the region has received including a No. 4 rating on Site Selection magazine’s Governors Cup for metro areas with a population of less than 200,000. Blacksburg, Va. was also named the No. 1 Best Place in the U.S. to Raise Kids by Bloomberg Businessweek.

The Blacksburg-Christiansburg-Radford MSA continues to receive accolades for a number of reasons. Home to top-ranked Virginia Tech, the area’s workforce is highly educated, with two-thirds of residents above the age of 25 holding a bachelor’s degree or higher and 40 percent holding a graduate or professional degree.
